Starting October 15, 2026, specified person-to-merchant UPI payments above ₹2,000 will attract a 0.4% Merchant Discount Rate (MDR), subject to a maximum charge of ₹300 per eligible transaction.

The most important point for ordinary UPI users is that this is not a new transaction fee charged to customers. Person-to-person transfers will remain free, consumers will not pay an additional UPI fee when shopping, UPI apps cannot impose a new platform fee under this framework, and merchants have been told not to pass the MDR directly to customers. The charge applies inside the merchant-payment ecosystem.

The new framework is also narrower than headlines suggesting that “all UPI transactions above ₹2,000 will now be charged.” Small merchants have a zero-MDR exemption, several essential sectors receive concessional treatment, capital-market payments have a much lower rate, and recurring transactions through UPI AutoPay are treated separately. The Finance Ministry estimates that approximately 96% of person-to-merchant UPI transactions will remain unaffected.

UPI New Rules 2026: Quick Answer

From October 15, 2026, regular eligible person-to-merchant (P2M) UPI payments above ₹2,000 will carry a 0.4% MDR paid by the merchant. The MDR reaches its maximum ₹300 charge at ₹75,000, so transactions above that level do not continue increasing at 0.4%. Person-to-person payments remain free irrespective of value, qualifying small merchants remain exempt, specified essential sectors pay only ₹5 on transactions above ₹2,000, and specified capital-market payments carry a 0.02% MDR capped at ₹300.

UPI Charges From October 15, 2026: Complete Summary

UPI Transaction

Rule From October 15, 2026

Who Bears MDR?

Person-to-person transfer

Free regardless of amount

No MDR

Regular P2M payment up to ₹2,000

Zero MDR

No MDR

Eligible regular P2M payment above ₹2,000

0.4%

Merchant

Regular eligible P2M transaction of ₹75,000+

Maximum ₹300

Merchant

Eligible P2PM small merchant

Zero MDR subject to merchant classification

No MDR

Railways, telecom, insurance, fuel and specified essential categories above ₹2,000

Flat ₹5

Merchant/service provider

Specified capital-market payments

0.02%, capped at ₹300

Merchant/payment ecosystem

UPI AutoPay / recurring mandates

No prescribed MDR under this framework

No new MDR under the recurring mandate

The Finance Ministry says MDR is neither a tax nor revenue collected by the Government or NPCI. It is distributed among payment-system participants such as banks, payment service providers and UPI application providers to help support payment infrastructure and continued expansion of the network.

How Much Will the New UPI Merchant Fee Be?

For a regular merchant transaction that falls under the standard MDR category, the calculation is straightforward until the ₹300 ceiling is reached.

Eligible UPI Payment

0.4% Calculation

Merchant MDR

₹2,000

Below/at free threshold

₹0

₹3,000

₹12

₹12

₹5,000

₹20

₹20

₹10,000

₹40

₹40

₹25,000

₹100

₹100

₹50,000

₹200

₹200

₹75,000

₹300

₹300

₹1,00,000

₹400 before cap

₹300

₹2,00,000

₹800 before cap

₹300

NPCI’s framework therefore does not keep charging 0.4% indefinitely as payment value increases. The ₹300 cap effectively limits the MDR for standard qualifying payments from ₹75,000 onward.

Will Customers Pay UPI Charges Above ₹2,000?

No. Customers are not supposed to pay the new MDR. The Finance Ministry has stated that MDR is a merchant-side payment cost rather than a transaction fee on consumers. UPI providers also cannot introduce a platform fee or another hidden charge for ordinary UPI payments under the new framework.

This means that if a customer buys a ₹10,000 product from a merchant covered by the standard rate, the applicable ₹40 MDR is a cost within the merchant-payment ecosystem. The customer should not see a separate “₹40 UPI fee” added to the checkout amount.

NPCI has also clarified that there is no monthly quota after which consumers begin paying for UPI. Existing daily transaction limits imposed for security and risk management are separate from the MDR framework and should not be confused with charging limits.

Are Person-to-Person UPI Transfers Still Free?

Yes. Sending money to friends, relatives or another personal account through a genuine person-to-person (P2P) UPI transaction remains free irrespective of the amount, subject to applicable transaction limits.

The Finance Ministry says P2P payments represent approximately 70% of total UPI transaction value and remain completely outside the MDR framework. The new charges concern specified merchant-payment transactions rather than ordinary money transfers between individuals.

Small Merchants Can Continue With Zero MDR

The ₹2,000 threshold does not mean every shopkeeper automatically starts paying MDR whenever a customer sends ₹2,001 or more.

Small merchants classified under NPCI’s Person-to-Person-Merchant (P2PM) framework can continue receiving UPI payments at zero MDR if their qualifying UPI QR receipts remain within the prescribed ₹1 lakh per month threshold. This protection is intended for categories such as street vendors, neighbourhood stores and other micro-businesses.

Importantly, a qualifying P2PM merchant does not automatically become liable for the 0.4% MDR merely because one customer sends ₹3,000 or ₹5,000. Merchant classification matters in addition to individual transaction value.

What Happens if a Small Merchant Crosses ₹1 Lakh a Month?

Banks and payment service providers monitor inward UPI receipts for P2PM merchants. Current NPCI FAQ reporting indicates that a merchant whose UPI collections exceed ₹1 lakh per month for three consecutive months can be transitioned from the P2PM classification to regular P2M. Once that reclassification occurs, qualifying payments above ₹2,000 can become subject to MDR. Crossing ₹1 lakh during only one isolated month does not itself satisfy the reported three-consecutive-month condition.

Small businesses that are unsure whether their QR account is classified as P2PM or ordinary P2M should confirm the classification with their acquiring bank or payment provider before October 15.

Which UPI Payments Get the Flat ₹5 MDR?

NPCI has provided concessional treatment for specified essential and relatively thin-margin sectors. Instead of paying the standard 0.4%, transactions above ₹2,000 in categories including railways, telecommunications, insurance, fuel and agricultural inputs attract a flat ₹5 MDR. The current NPCI FAQ also applies the ₹5 treatment to specified utility payments such as electricity, water and piped natural gas.

For example, a regular qualifying merchant accepting a ₹10,000 payment would face ₹40 under the standard 0.4% rate. A qualifying insurance or fuel transaction of the same value would instead attract the applicable ₹5 flat MDR.

What Are the New UPI Rules for Mutual Funds and Stock-Market Payments?

Specified capital-market payments—including transactions relating to mutual funds, securities, stockbrokers and dealers—receive a separate MDR rate of 0.02%, subject to a maximum of ₹300 per transaction.

A one-time qualifying ₹1 lakh UPI capital-market payment would therefore create an MDR of ₹20 within the payment ecosystem rather than the ₹300 merchant cost that could apply to a standard ₹1 lakh P2M transaction after the regular cap. Consumers themselves are not charged this MDR as a separate UPI fee.

Will UPI AutoPay, SIPs and OTT Subscriptions Be Charged?

NPCI’s September 15 FAQ draws an important distinction between a fresh merchant payment and an automated recurring mandate. UPI AutoPay and recurring standing instructions do not carry the prescribed MDR under the new framework. This can include recurring mutual-fund SIPs, utility payments, insurance mandates and OTT subscriptions when they are processed through UPI AutoPay.

Payment method therefore matters. A one-time mutual-fund purchase through UPI can fall under the 0.02% capital-market MDR, while a scheduled SIP processed through an existing UPI AutoPay mandate is treated differently and remains outside the prescribed MDR according to NPCI’s current FAQ.

Does the New MDR Apply to RuPay Credit Cards on UPI?

The October framework is primarily concerned with direct account-to-merchant UPI transactions. NPCI’s FAQ distinguishes payments funded through RuPay credit cards linked to UPI and pre-sanctioned credit lines, which operate under separate credit-product pricing and MDR rules. Businesses should therefore not assume that every payment displaying “UPI” at checkout will be priced identically.

This distinction is particularly important for merchants and payment teams analysing transaction costs because the underlying funding source—not simply the interface used by the customer—can affect payment economics.

Why Is UPI Introducing MDR Now?

The zero-MDR model has helped drive UPI adoption at extraordinary scale. Since January 2020, MDR on BHIM-UPI and RuPay debit-card transactions had effectively been set to zero as part of government efforts to accelerate digital-payment adoption. Government incentive programmes subsequently compensated ecosystem participants for some low-value transactions.

The Government, NPCI and RBI now argue that operating UPI at today’s scale requires continuing investment in payment infrastructure, cybersecurity, fraud prevention, innovation, reliability and customer service. RBI has publicly backed the new framework as a step toward UPI’s long-term sustainability while keeping payments free for individual users.

How Big Is UPI in 2026?

The scale at which the new MDR framework will operate is enormous. NPCI’s official statistics show that UPI processed 24.51 billion transactions in August 2026 worth approximately ₹29.82 lakh crore. The number of live participating banks reached 752.

Month in 2026

UPI Transactions

Value

Live Banks

April

22.35 billion

₹29.03 lakh crore

713

May

23.20 billion

₹29.90 lakh crore

720

June

22.72 billion

₹28.92 lakh crore

731

July

23.66 billion

₹29.88 lakh crore

741

August

24.51 billion

₹29.82 lakh crore

752

Reuters reports that UPI now has more than 550 million users, accounts for approximately 84% of India’s digital-payment transactions by volume and represents about 49% of global real-time payment volume. PhonePe and Google Pay together handled about 80% of UPI transaction value in August.

Will Most UPI Merchant Payments Now Become Paid?

No. The Ministry of Finance estimates that the new MDR applies to only about 4% of person-to-merchant transactions. Approximately 96% remain unaffected because they are below the ₹2,000 threshold or fall within zero-MDR treatment available to qualifying small merchants.

This distinction matters because transaction counts and transaction value can tell very different stories. Low-value payments dominate UPI usage by volume, while higher-value merchant payments can represent a meaningful portion of merchant revenue and therefore become financially important even if they represent a relatively small share of transaction count.

What Does the UPI MDR Mean for E-commerce Businesses?

The new MDR is particularly relevant to online businesses with average order values above ₹2,000, including electronics, premium D2C products, travel, healthcare, professional services, higher-value retail and some B2B transactions.

Consider an illustrative e-commerce business receiving 1,000 eligible UPI transactions a month at an average order value of ₹10,000. If every transaction qualified for the standard 0.4% MDR and none fell under an exemption, the merchant-side payment cost would be approximately ₹40,000 per month, or ₹4.8 lakh over twelve months.

Real merchant exposure may be considerably different because actual transaction values, P2PM classification, AutoPay usage, industry categories, payment funding methods, refunds and other exemptions need to be considered. Businesses should therefore calculate MDR from transaction-level data instead of simply multiplying total UPI revenue by 0.4%.

How Businesses Should Calculate Their Real UPI MDR Exposure

A useful analysis should first divide UPI transactions into categories rather than using one blended percentage. Merchants should separate transactions up to ₹2,000, standard P2M transactions above ₹2,000, ₹75,000-plus payments subject to the cap, concessional categories, capital-market payments where relevant, AutoPay mandates and transactions covered by merchant exemptions.

A basic monthly calculation can then be expressed as:

Estimated monthly UPI MDR = Sum of applicable MDR for each eligible merchant transaction after exemptions, sector rates and per-transaction caps.

This transaction-level method is much more accurate than applying 0.4% to total UPI sales because a ₹1 lakh qualifying transaction does not create ₹400 of standard MDR—it is capped at ₹300—and many other transactions may carry zero or concessional MDR.

The MDR Could Affect Checkout Economics, Not Just Payment Fees

For online merchants, the direct MDR amount is only one part of the business impact. Payment methods influence conversion rate, checkout abandonment, refund behaviour, reconciliation cost and customer preference. Businesses therefore should not react to the new MDR simply by hiding UPI or pushing all customers toward another payment method.

A merchant should compare net contribution margin by payment method. A payment method that costs slightly more but converts materially better can still be economically superior to a cheaper method with higher abandonment.

This is particularly important for businesses using e-commerce development platforms and custom checkouts, where payment data can be connected with order value, product margin, device type, acquisition channel, payment failures and completed purchases.

Can Merchants Add a Separate UPI Convenience Fee?

Under the announced framework, merchants are not permitted to pass the MDR directly to customers when accepting UPI payments. The Finance Ministry has also advised banks to ensure that merchants do not transfer the charge to buyers, while UPI apps are prohibited from imposing a new platform fee on consumers.

Businesses should therefore avoid automatically adding a separate line such as “0.4% UPI charge” to checkout. Merchants considering broader pricing or payment-policy changes should ensure those changes comply with the applicable NPCI, banking, tax and consumer-protection requirements.

How the New UPI MDR Could Affect Merchant Pricing

Even though direct pass-through is prohibited, payment processing is still a business cost. Merchants may therefore need to evaluate whether the new expense can be absorbed through existing margins, offset by other operational savings or incorporated into broader commercial planning without creating a prohibited payment surcharge.

The impact will vary dramatically by sector. A merchant earning a 40% gross margin on a product will experience 0.4% MDR differently from a business operating on a 2% or 3% contribution margin. High-ticket but low-margin industries should therefore model the change more carefully than businesses looking only at the percentage itself.

How UPI MDR Compares With Other Payment Methods

The correct comparison is not simply “UPI used to be free and now it costs 0.4%.” Businesses should compare the new UPI MDR with their actual contracted costs for credit cards, debit cards, wallets, payment gateways, net banking, EMI and other payment options.

Government material has previously noted that debit-card MDR can be as high as 0.90%, while commercial credit-card and gateway pricing depends on the merchant, network, product and provider. The new standard UPI rate therefore remains comparatively low in many merchant situations, but businesses should use their own acquiring or gateway agreement rather than assuming one universal card rate.

Why Payment Routing Will Matter More After October 15

Merchants increasingly need to understand the actual payment instrument behind checkout rather than treating every UPI-labelled transaction as identical. Direct bank-account UPI, UPI AutoPay, RuPay credit-card payments through UPI, credit lines on UPI and other emerging payment products can operate under different economic rules.

Businesses should therefore work with payment gateways and acquiring partners to ensure that payment-method identifiers, merchant category codes, transaction classifications and settlement reports are captured accurately. Incorrect classification could create reconciliation issues or make it difficult to measure the actual MDR burden.

5% of MDR Collections Will Support Small-Merchant UPI Adoption

The Government says an amount equivalent to 5% of total MDR collections will be contributed to a dedicated fund intended to encourage UPI adoption among small merchants and expand payment acceptance. The broader objective is to support the continued development of digital-payment infrastructure, particularly as UPI expands further into rural and semi-urban markets.

This is one reason the Government describes the policy as a sustainability mechanism rather than simply a new merchant charge. Reuters reports that the framework also contains protections or carve-outs intended to support small merchants and payment expansion outside major urban markets.

What Businesses Should Do Before October 15, 2026

Businesses have roughly one month from the announcement to prepare their payment, analytics and accounting systems. The priority should be understanding actual exposure rather than making assumptions based on total UPI revenue.

Confirm merchant classification: determine whether the business is categorised as P2PM, standard P2M or a special industry category.

Export UPI transaction data: analyse transaction count and value bands rather than only total UPI revenue.

Identify payments above ₹2,000: calculate the number and value of potentially eligible transactions.

Apply the ₹300 cap: do not model transactions above ₹75,000 at an unlimited 0.4% rate.

Separate concessional categories: identify transactions that qualify for sector-specific pricing.

Separate AutoPay: do not mix recurring mandates with fresh P2M transactions.

Check credit-linked UPI: distinguish direct bank-account UPI from credit cards and credit lines on UPI.

Model margin impact: calculate MDR by product, category and contribution margin.

Review checkout analytics: establish current UPI conversion, failures and abandonment before October 15.

Update accounting and reconciliation: ensure MDR deductions can be identified correctly.

Review customer messaging: avoid implying that ordinary customers are now being charged for UPI.

Measure after launch: compare payment mix, conversion rate and contribution margin before and after October 15.

What Shopify, WooCommerce and Custom E-commerce Stores Should Check

For online merchants, the primary change will usually occur inside the payment and settlement layer rather than requiring customers to use a completely different checkout interface. However, businesses should verify whether their payment gateway will change settlement reports, fee line items, APIs or reconciliation formats when the new MDR starts.

Useful analytics should record payment method, funding type where available, transaction value, MDR charged, order value, gross margin, gateway failure, checkout abandonment, refund status and acquisition channel. This allows the business to understand whether UPI remains commercially attractive after the pricing change instead of evaluating payment cost in isolation.

Businesses reviewing their online store can connect this analysis with e-commerce development, e-commerce marketing and performance marketing so payment economics and checkout conversion are measured together.

UPI MDR Business Impact: A Practical Example

Consider an online electronics retailer generating ₹1 crore per month through UPI. It would be incorrect to immediately calculate the new cost as ₹40,000 by simply taking 0.4% of ₹1 crore. The merchant first needs to determine how much revenue came from transactions above ₹2,000, how many transactions reached the ₹300 cap, whether any payments fall into concessional categories and whether any transactions use payment products governed by separate rules.

This is why businesses should measure the change at the transaction level. Two merchants with identical ₹1 crore monthly UPI revenue could face materially different MDR bills depending on average order value and payment composition.

Could the UPI MDR Change Customer Payment Behaviour?

Because customers are not being directly charged, there is no automatic reason for a shopper to stop selecting UPI. However, merchant behaviour could still influence payment mix if businesses change incentives, checkout ordering or payment availability in response to the new economics.

Businesses should test rather than assume. Monitor UPI’s share of checkout attempts, UPI success rate, order conversion, average order value, card usage, cash-on-delivery adoption and abandonment after October 15. A reduction in processing cost is not useful if steering customers toward another method causes a larger loss in completed orders.

UPI 2026: From Subsidised Growth to a More Sustainable Payment Model

The October change marks a structural shift in the economics of India’s largest retail payment network. UPI’s zero-MDR regime played an important role in its rapid adoption, supported by government incentive programmes and growing investment from banks and fintech companies. The new framework introduces a limited revenue mechanism while deliberately retaining free consumer payments and protections for most small-value merchant transactions.

RBI says a fair distribution of MDR revenue can support continued investment in technology, payment acceptance networks and infrastructure while allowing UPI to keep scaling. Whether the new model changes merchant behaviour, payment preferences or pricing patterns will become clearer after implementation begins on October 15.

Frequently Asked Questions About UPI New Rules 2026

Are UPI payments above ₹2,000 chargeable from October 15?

Specified person-to-merchant UPI payments above ₹2,000 will carry a 0.4% MDR from October 15, 2026, but the charge is paid within the merchant-payment ecosystem. Small merchants and several transaction categories also receive exemptions or concessional treatment.

Will I pay ₹40 extra if I buy something worth ₹10,000 using UPI?

No. For a standard eligible transaction, ₹40 would be the merchant-side MDR at 0.4%. P2P transfers remain free, qualifying small merchants retain zero MDR, essential sectors receive special ₹5 pricing, capital markets receive a lower 0.02% rate, and recurring UPI AutoPay mandates are treated separately.

For consumers, UPI therefore remains free under the announced framework. For businesses, however, October 15 introduces a genuine new payment-processing cost that needs to be understood at transaction level rather than treated as a blanket 0.4% charge on all UPI revenue.

With UPI already processing more than 24.5 billion transactions a month, even a narrowly targeted merchant-pricing change can materially alter the economics of digital payments for Indian e-commerce and high-value merchants. Businesses should use the weeks before implementation to classify transactions, model MDR exposure, verify gateway treatment and establish baseline checkout-conversion data.

ParthTechMedia can help online businesses connect payment-cost analysis with e-commerce development, e-commerce marketing and performance marketing so the objective remains not simply reducing payment fees, but protecting checkout conversion and profitable growth.

Sources and Methodology

This article was researched and fact-checked on September 16, 2026. The core MDR rates, ₹2,000 threshold, ₹300 cap, P2P treatment, small-merchant exemption, essential-sector pricing, capital-market rate, 5% small-merchant fund and 96% unaffected P2M figure were checked against the Ministry of Finance’s September 15 clarification.

UPI transaction volumes and values were checked against NPCI’s official monthly statistics. The current August 2026 figures show 24,508.96 million transactions worth ₹29,82,355.95 crore through 752 live banks.

Details concerning UPI AutoPay, recurring mandates, P2PM reclassification and payment-product distinctions were cross-checked against reporting on NPCI’s September 15 circular and FAQ. Current-market context and UPI’s share of Indian and global real-time payments were reviewed against Reuters’ September 16 analysis.

This angle is intentionally built around the search confusion “Will I be charged for UPI above ₹2,000?” while still giving business owners the much deeper merchant-impact analysis.
